[Bug][branch 15.4] local pisition will be invalid when do arm/disarm over and over

Describe the bug

  1. place flight on ground.
  2. then arm and disarm quickly and many times.
  3. local position will be invalid and can't be recovery.
  4. recovery by restart gnss module in console.
