[Bug] 1.18 RC 1 - Parameters hang on loading after flash

Describe the bug

After flashing 1.18 on board, we would expect the parameters to fully load and come up. They do not. Even after a power cycle or with different versions of QGC, the parameters seem to hang and never fully load.
