Adding Platform Gyrometer/Gyroscope support

Intent

Accelerometers and Compasses are available for each platform. The intent of this new feature is to allow the Gyrmeter to be read on a per platform basis.

Motivation

This benefits the users of MonoGame by allowing the Gyrometer to be used on platforms that include such hardware. Android and iOS, but also WIndows tablets and Linux tablets and the SteamDeck.
