使用 lang="en" 选取会忽略语言覆盖

消息覆盖只在`lang`属性未设置或设置为除"en"以外的任何值时才有效。已在 [email protected] 和 [email protected] 中测试，并在 Mac 和 Win10 上的 Chrome 和 Firefox 中得到确认。
