[Android] WebView pullToRefreshEnabled 不起作用 (iOS 上可正常运行)

错误描述: 使用 react-native-webview 并设置 pullToRefreshEnabled={true} 时，iOS 上的拖动刷新动作会按预期执行，但 Android 上则完全不起作用。向下滑动时不会触发刷新。
