to_if_canceled/to_if_invoked 忽略与"to"中相同的修饰符

看起来，`to_if_canceled`/`to_if_invoked` 会忽略 `key_code` 中的 `modifiers` 元素，如果它与 `from` 字段中的修饰符相同
