为什么需要此功能:
v2beta1 dashboard schema (dashboardSectionVariables 功能切换) 允许 TabsLayout 标签声明自己的本地变量,这些变量的作用域是隐藏在该标签之外。但是注解 (spec.annotations[]) 只能在整个 dashboard 中定义 - DashboardTabsLayoutTabSpec 没有注解字段。
