The "通规" includes "泄" in "泄" and currently, the OpenCC standard seems to recognize only "泄" as the traditional form, while TWVariants always converts "泄" to "洩". The most important difference between the two is as follows: 1. In ancient water names and surnames such as "泄水" and "泄柳", they cannot be replaced with "洩". 2. In traditional Chinese medicine, the terms "泄" and "泄瀉" as well as biological "排泄" (https://dict.revised.moe.edu.tw/dictView.jsp?ID=22911) cannot be replaced with "洩". (However, there is also the term "排洩" (https://dict.revised.moe.edu.tw/dictView.jsp?ID=22914) which refers to the act of expelling excess water.) 4. Both "泄泄" (https://dict.revised.moe.edu.tw/dictView.jsp?ID=151118) and "洩洩" (https://dict.revised.moe.edu.tw/dictView.jsp?ID=151036) exist and are similar, but they do not seem to be completely synonymous or interchangeable. "泄沓" (https://dict.revised.moe.edu.tw/dictView.jsp?ID=151117) and "泄泄沓沓" (https://dict.revised.moe.edu.tw/dictView.jsp?ID=151119) are not currently used in texts with "洩". 5. In Taiwan, "泄" is usually used to refer to natural dispersion and exposure; "洩" is usually used to refer to human actions or results, such as "洩憤" (spilling anger), "洩洪" (spilling floods), and "洩密" (leaking secrets). Some words have different meanings depending on the character: for example, "发泄" and "发洩" refer to the release of emotions; "外泄" and "外洩" refer to the leakage of gas and secrets, respectively.
