Bump GitHub Action Versions, Pin Specific Commit SHA

I have noticed that most of the GitHub Actions rely on the old versions of the workflows. Additionally it seems that pinning specific tags is not optimal. Pinning specific commit SHAs could be a way to avoid some issues down the line. I will try to contribute something towards this in a PR.
