Make it possible to filter topics by followed state in the left sidebar

We should make it possible to filter topics by is:followed in the left sidebar in:
- in the all topics view filter
- the filter at the top
We can add it as the third option in the is: filter suggestions. If selected, the pill should appear as just followed.
We can have -is:followed put an unfollowed pill in the filter box and work as expected, but let's skip adding this to the typeahead, as it would be a rare use case.
