Zerotier 1.16.2 on windows 11, service down no process running but connectivity is still working?

I check the docs and tried to find an answer but... I didn't see anything.

• What you expect to be happening. Stopped the service, the zerotier connectivity should stop
• What is actually happening? Stopped the service, stopped the process, traffic is still going over zerotier. I can't explain it. I restarted the wifi, still the same.
• Any steps to reproduce the error. Windows 22H2 build 9045,7725. Connected over wifi
• Any relevant console output or screenshots. Nothing to mention.
• What operating system and ZeroTier version. Please try the latest ZeroTier release. 1.16.2
