Update installation did not succeed

This bug persists since the 23.8 version, when I try to update from the previous version to the new one.

Flow:

• The installer launches;
• The update process happens quite fast;
• Then installer window closes and then launches the old version of the program.

Installation type: self-update, manual (no package manager is involved).

The new version isn't installed, as it said in logfiles.

Environment: I have Windows Defender turned off, so it doesn't check files of the new installation. This happens on the Windows 11 latest stable version.

Additional info: And the manual updating is also broken. It doesn't install new version.

Workarounds: The only thing I could install the new version is to delete completely the old version and install new one as fresh installation.
