[Feature Request] Force controller subtype via config.toml option

I would like to be able to force a controller to be detected as a specific subtype (for example, forcing a controller to be detected as a guitar controller for use with Guitar Hero). Currently, there is no way to do this. In the SDL driver, for instance, the subtype is hardcoded.
