how to change the proxy ip

- open cmd on windows
- run spy-debugger
- proxy running on 172.xx.xxx.x, it's my wsl ip
- ...some operation recording to REMEAD.md
- I can't access http://s.xxx to get the certificate.
I have proxy successfully on mobile device before, proxy in 192.168.xx.xx. this problem happen in morning, and my wsl was installed a long time ago.
