CI: tests flaking on ubuntu-latest

Seeing intermittent test failures in CI on ubuntu-latest. The tests pass locally but fail ~30% of the time in GitHub Actions.
FAILED tests/integration/test_api.py::test_concurrent_requests - TimeoutErrorMight be a race condition in the test setup.
