choke slow peers

What version of this package are you using? 2.6.7 What problem do you want to solve? When downloading a torrent with one high speed peer, and a slow peer, the slow peer can pollute the speeds down to 10% of the original, this is likely because of partial pieces. What do you think is the correct solution to this problem? Choke slow peers, or somehow fix the partial pieces problem. Are you willing to submit a pull request to implement this change? I wish some1 else would....
