[Proposal] Add Simplified Chinese (cnlang) localization

Hello WebGoat team,

I’m working on a Simplified Chinese (zh-CN) translation of WebGoat to help Chinese-speaking learners better understand web security concepts. So far, about two-thirds of the lesson content—including instructions, hints, feedback messages, and key UI text—has been translated.

Before completing the rest and preparing a pull request, I’d like to check:

• Is the project open to accepting community-driven translations?
• Are there any guidelines or preferences for how localization should be implemented (e.g., file structure, language switching)?
• Would a partial but functional translation be considered acceptable as a first step?

This is a non-commercial, educational contribution with no promotional intent. If the team is supportive, I’m happy to finish the remaining work and help keep the translation up to date.
