FreeBSD inotify backend

With notify 9 will come support for FreeBSD 14's native inotify implementation. Enable the freebsd_inotify feature on notify so our cross builds take advantage of it.

Additionally, consider whether any new notify 9 features can help with or replace other watchexec components.
