Full-stack module spec API

In order for full-stack modules to be analyzed they need to have a static spec. The API the host app expects from a FSM is a list of declarations.
Any configuration that the full-stack modules needs should be in runtime, handled by: https://github.com/wasp-lang/wasp/issues/4859
