Bookmark.html import

Is your feature request related to a problem? Please describe. A bookmarking / read-it-later tool I used previously exports its contents as a bookmark.html style file (old Netscape-convention). I would like to import such a file

Describe alternatives you've considered Plugin style importing, or a way to describe imports via csv field naming/mapping

Additional context A non folder bookmark.html has a title, a subtitle with the name of the top-most folder, and then a list of <a href> links.
