Add libyara.lib in the windows builds of the ci

It will be good to improve the CI scripts to include the development files to build projects that use yara. This is probably not necessary for unix systems, but it will be useful to have it for windows (include files + lib/dll files).

Right now the release artifacts only ship the .exe's
