Batch actions UX issues in Installed scripts list

A few related issues with the batch actions bar:

Batch remove hides undo button

Using the batch remove button without a filter hides the batch actions bar, making the undo button unavailable.

This is a pretty bad experience, since if you do it by accident it appears as if all scripts are lost (until you find the recycle bin).

Missing tooltips

Both the toggle button and the remove button are missing tooltips.

For remove, something like "Remove all displayed scripts" would do.

For toggle, it'd be good if it described what would actually happen (toggle all on, toggle all off).

Unclear tooltip for undo

The undo button's tooltip only says "Undo".

What does it undo? The last batch remove? The last batch toggle? The last batch action (regardless of type)?
