`vega-lite 6.4.1` has broken tooltips

What happened?

Updating to altair 6.1.0 broke our chart tooltips. Looks like this is a problem with vega-lite 6.4.0 see https://github.com/vega/vega-lite/pull/9707

Not sure how hard it is to update to the latest version of vega-lite but would be helpful for us to not have to pin to a minor version of altair.

What would you like to happen instead?

altair should use latest stable patch of vega
