[EP 70.4] Dragging Tiles Pinned by Dragging in Win10 Start Menu Freezes it

Describe the bug

1. Install EP, enable Win10SM
2. Drag a tile to pin it
3. Drag any existing tile (including the new one)
4. Observe start menu not responding and crashes when dismissed

Expected outcome

The tile works normally without a crash

Actual outcome

Start Menu not responding

Additional info

This seems to be a problem of EP's new tile data implementation
