Collection or App-level setting for URL encoding

This feature

• blocks me from using Bruno
• would improve my quality of life in Bruno
• is something I've never seen an API client do before

Describe the feature you want to add, and how it would change your usage of Bruno

If my urls are already encoded, Bruno re-encodes them unless I go into every request and uncheck the box. This is pretty cumbersome and annoying. It would be helpful to have a collection-level setting that allowed me to choose whether or not to encode URLs.
