DisableLinkDrag very unreliable (requires multiple clicks to open URLs)

• I have tried reproducing this issue in Chrome and it could not be reproduced there
• I have tried reproducing this issue in vanilla Chromium and it could not be reproduced there
• I have tried reproducing this issue in ungoogled-chromium with a new and empty profile using --user-data-dir command line argument and it could not be reproduced there

Description

Opening links requires multiple clicks when DisableLinkDrag is enabled.

How to Reproduce?

1. Enable chrome://flags/#disable-link-drag and restart the browser.
2. Try to left-click on links on various websites in order to open them.

Actual behaviour

Most of the time the first click doesn't seem to work. It often requires two or three clicks in order to actually open the intended URL.

Expected behaviour

Clicking on links should open the URL.
