5-14 beta Support Base is interfering with 1st layer support extrusions

Reproduction steps

1. Load a model.
2. Enable Supports and "Inner Support Base".
3. Slice.

Actual results

Note that the preview shows the support base, but there is no support structure. The actual support doesn't show until the second layer and is not on the base so there will be an air gap.

Expected results

With both the Outer and Inner base supports enabled, things are better, but the initial support extrusions are still printing over air. This is the complete first layer. This is the 1st and 2nd layers. The support might stick to the base. I'd call it iffy.
