Program wont open at all

Details

Trying to open the program, I get the spinning wheel next to my cursor for a second, and it doesn't launch. This program worked on this computer once before, then I did a hard reset and a fresh install. I've tried many different versions, 1.11 being the last auto updated version that I got to show up. 1.16, 1.15 seem to not open either. I've manually installed .NET Desktop Runtime 10.0.12, still wont open.

Ive looked in the windows event viewer to see if I can figure out whats going on, and I've attached the output text from both an application error, and a .NET Runtime error. right under it.
