Message appearing in inbox despite dmarc quarantine

What happened?
I'm receiving relentless spam emails in a shared mail box from [email protected] despite the DMARC failing. As the DMARC specifies quarantine, these emails should go straight to the spam folder.
Additionally, these emails are obviously spam emails and should be detected by the spam filter but are not. I've reported each one as phishing
