Finishing. Restart needed.

What is the issue?

Two issues. Sorry about the low detail level. Hopefully just corroborating already reported.

1. I've often seen torrents stall ~99.97%. They eventually finish, but it might take a few minutes or more. No lack of seeds. Sometimes it'll even oscillate—climb to 99.99% maybe, then reset to 99.97. Very weird. Happened on some prior versions too.

2. Just encountered this for the first time: On a Magnet with hundreds of files—selected a few to DL. Worked. Then chose a dozen more files by checkmarking the folder where I'd already DL'd one. DL a few %, then kinda stalled out. No lack of seeds. After restarting the pgm, the DL picked right up and quickly completed.

Not to complain, but Transmission was rock solid through many versions, so I'm just a bit surprised by any sort of bugs, especially persisting through versions like #1.
