[Bug]: Snap Assist blur is gone when TranslucentTB is running

• I have checked the issue tracker if my bug has already been fixed or answered in another (possibly closed) issue.

Steps to reproduce the issue

when the application is open, try snapping a window to either side of the screen until the Snap Assist appears ( you need two application open at leat) this has to be done twice because the first time it looks normal, the TranslucentTB makes it look without a blur or an affect like below. the issue also happens when using "Alt+Tab"

Windows 11 SV2 (builds 22621-22622)

Other details

Using Windows 11 24H2, this issue also was happening before 24H2
