Quickbar/context toolbar renders on top of selected text at small editor heights

Provide detailed reproduction steps

1. Fix or resize an editor with quickbars enabled to a height of around 50px at 12pt font.
2. Select text

This can also be reproduced with multi-line text (without newlines) up to heights of about 100px if you select text on the last line. Scrolling up or down and reselecting can change how much text is covered by the quickbar.

✔️ Expected result

The quick bar renders below or above the selected text.

❌ Actual result

The quick bar renders on top of the selected text.

Other details

• Affects down to at least version 6.8.4, but reproducible on latest (8.8 at time of writing)
• Quickbars do render outside the bounds of the editor at small heights if you select the top line of multi-line text, or all of it - just not the last line.
