Custom sort order for context menu UI

Is your feature request related to a problem? Please describe. The conversions a person uses most should appear first in the content menu.

Describe the solution you'd like Be able to customize the order of the items. Add move up/down buttons and/or drag to rearrange. I was able to edit the Settings.user.xml., however it reverts if edited via the UI.

Describe alternatives you've considered Being able to favorite an item and set a custom emoji or icon beside it so it stands out.
