Good Evening/After Noon sir, Could I make a new file `src/machine_learning/dbscan.rs I'll take help and understand how it is implemented in other languages and do it best to replicate it here

I will include Documentation Unit Tests Account for edge cases and outlier/nose and will pass the code through cargo fmt and clippy

I'm a 4thyear engineering student looking to step into open source. i’ve been learning Rust over the past few months, and this algorithm would be a fantastic opportunity to contribute to the project.
