Add ids to <details> elements, in order to share URLs to specific rules

As a code reviewer, I would like to share URLs to specific rules in pull requests I'm reviewing. In order to do that, each <details> element for each rule/concept must have an id attribute. If you agree with this change, I could help sending the pull request.
