Mobile/Desktop behavior deviation in chat folders with mentions in muted chats

Steps to reproduce

1. Set up a testing group chat. Mute notifications for the chat forever (or mute all group chats, the behavior will be the same) and archive the group.
2. Set up a chat folder. Include the general "groups" category. Exclude muted chats.
3. Set your archive settings to keep chats in folders archived even if they get a message
4. have somebody @ mention you in the testing group
5. Observe behavior deviation between android mobile and windows desktop clients (it is possible that other clients have inconsistent behavior as well, but I am on android and windows)

Expected behaviour

The chat folder should have the same chats in it on both desktop and mobile. In my opinion, the mobile client's behavior is more useful, and the desktop client should be updated to allow @ mentions to bypass mutes.

This should maybe be configurable via per-chat notification settings.

Actual behaviour

The mobile client will push a non-muted notification for an @ mention in a muted group. The desktop client will not. Because of this, the chat will appear in the folder (since the @ mention will bypass the mute) but only on mobile.

Note: the second screenshot shows a different folder here to illustrate the grey '@' bubble. The "test" folder on the windows client is empty.
