sqlite app was removed after updating to 15.3

After updating 2 nodes in a cluster. I followed the process where I updated the secondary first then the primary. It appears the sqlite disappeared after updating to 15.3. I have 2 apps installed and only the sqlite app was missing. The symptoms are the web loads for a few moment and then it stops responding. The service restarts and the process repeats. The solution was to re install the sqlite app.
