Describe the bug Highlighting multiple lines overlap even though opacity is at 100%.

To Reproduce Steps to reproduce the behavior:

1. Highlight multiple lines using the shortcut

	[
		Cmd = CmdCreateAnnotHighlight #99c1f1
		Key = t
	]

1. The lines have overlapping blue highlights.

Expected behavior The entire highlight should be uniformly blue.
