[BUG] <title>When Decky in Installed, and an app/game is running, Steamdeck controls seem "ignored" by web rendering and Decky settings

Bug Report Description

When I try to Decky Loader settings on my Steam Deck, controls / touchscreen fails to respond IF any app/game is open. The same holds true if I try to view community info on a game. The controls seem to continue to operate the game/program running in the background, and not the open window. This has been happening since the Steam update three weeks ago. If I uninstall Decky Loader, then I can easily access all community/shop/etc. windows while an app is running.

Steps to Reproduce (for me)

1. Boot up the Steamdeck with Decky Loader installed.
2. Open any game
3. While running, press the ... button to open the side menu. Under Decky, choose the Gear menu to open settings.
4. The Decky settings/options menu full screen opens -- and controls don't respond to anything. Background music and sounds from the game indicate that the controls are still operating in the game, NOT the Decky settings menu.

This has been happening ever since the update that broke the Bluetooth Decky plugin. Decky is generally working fine, but I can't change settings OR navigate community/forums/store individual pages while any app is running. If I uninstall Decky, all is well.

Expected Behaviour

I should be able to navigate Decky settings menus while a program is running.
