Payment Method Rules

We need the ability for store owners to define rules, eg. threshold, user group, country/region, for payment method availability.

If using Stripe or Adyen, this is somehow already supported. However, for more complex B2B scenarios (on terms/invoice/etc), we need that control strictly in the ecommerce platform.
