In access point mode, not all 2.4 devices are disabled

I'm testing it on my network. Not all devices are being disconnected. If I scan "scan stations" and select specific devices connected to my 2.4 GHz network, the deauth process works correctly. In other words, the access point mode does not disconnect all devices, but the stations mode disconects all selected devices. Can you please tell me what might be the reason?
