Issue description

The attempt to relicense from AGPL to FSL is potentially a violation of AGPL:

• in AGPL, code licensed under AGPL must be relicensed under AGPL-3.0+ or GPL-3.0+ (copyleft)
• in order to change the license of the code, all maintainers and code contributors must agree to relicense the code to a new license, because the project owner is not the sole owner of the rights to relicense the project, but all contributors own their respective parts, unless the rights are given to the owner explicitly.
• it is not clear and verifiable that all stakeholders / code contributors have given explicit consent
