Restart system.d service during consul version update

Maybe I'm missing something, but I can not find this in the cookbook. Is it expected that I need to manually restart service on linux on every node (centos 7) during version upgrade? https://github.com/johnbellone/consul-cookbook/commit/75f76d63c63a37b180d0d8d55542cf0625d30a9a Is it possible to make this as an attribute to be able to override it in the wrapper? What were the reasons for such decision? Btw on windows upgrade works with restart.
