Bug: Batch Specs Page Error with Deleted User

Steps to reproduce:

1. Navigate to the Batch Specs page in the admin section (site-admin/batch-changes/specs).
2. Encounter an error message related to a deleted user.

Expected behavior:

The Batch Specs page should load without any errors, regardless of the user's status.

Actual behavior:

Encounter the error message "Namespace of batch spec has been deleted" when accessing the Batch Specs page, indicating an issue with handling deleted users.
