Feature request: Force relay

The current relay behavior is quite confusing; sometimes it works, and sometimes it doesn't. There is currently no option available for users who wish to explicitly use a relay. I suggest adding a setting like this to the YAML:

relay: am_relay: false use_relays: true relays: - 10.10.10.1

Force_relay_route: - 10.10.10.6 relay via 1.10.10.1 - 10.10.10.5 relay via 1.10.10.1

This will make these routes mandatory
