vi_mode not enabled on start

NOTE: I am building from the master branch and not using a released version of fresh.

I have vi_mode set to be enabled on startup. However, when I start fresh, I am not able to use any vi keybindings. I have to toggle the vi_mode off and then back on again for it to work.

I do have other plugins installed; I haven't tried to reproduce this without those plugins.
