Shift+arrows not working

I'm booting Linux Mint 22.3 into a shell. When I run fresh, pressing shift+arrow keys doesn't select anything, just moves the cursor. Shift+Home and End just move the cursor.

If I boot to desktop then run fresh in a shell, shift+left and right works as expected, but shift+up and down does nothing. Shift+Home and End work as expected.

How do I get fresh to work correctly booting to shell?
