RSS block sleeps its full polling interval even when set to run once

What happens The RSS block waits out its polling interval even in run-once mode (rss.py). That adds about 60 s to every run of an agent that reads a feed once.

Fix Skip the sleep when the block isn't running continuously, and add a test.
