Disable Upload option

As per the ShareX documentation, I am attempting to completely disable the upload functionality within our environment for security and compliance reasons.

I have configured the Disable Upload setting via the registry as documented; however, ShareX still appears to allow screenshots to be uploaded. Our objective is to completely prevent any screenshots, files, or recordings from being uploaded to any ShareX-supported hosting service. The upload feature should be fully disabled for all users and should not be re-enabled by end users.
