Reverse image search

Having a reverse image search in SearXNG would be a long missing feature and I think it is worth to discuss ..

There has already been a discussion about this in the past,

In a first step it might be enough to implement a engine that supports images as URLs.

I'm not experienced with reverse image algorithms, I suppose there are two kinds in general. Those with some fuzzy and those comparing hash values. @allendema did some research about the latter one:
